Why does this married couple have pictures of their kids all around their house?
They have pictures of their 4 almost 5 year old son, and 17 month old daughter all around their house. Is this normal?

Perfectly normal. Most parents I know have pictures of their kids up. When my kids were younger, I was the oddball parent with no pictures of them up. I prefer bare walls or a few nice pieces of art rather than photos everywhere, but everyone has different tastes.

or what is the whole copyright rules for printing on clothes these days?
could pictures be taken from say tumblr or something and be printed on shirts to sell? etc etc

There are two different issues here.

First is copyright. The copyright to a picture belongs to the person who took it. If you take a picture off Tumblr and make a copy of it – on paper or on merchandise or even just an electronic copy – you are violating the copyright of the photographer. You cannot legally do this without the permission of the photographer.

Second is the right of a person to profit from the "commercial exploitation" of their likeness. If you take a picture of a celebrity then you own the copyright, and can use it as you choose. If you use it commercially, though, the celebrity has a right to a royalty fee.

Even non-photographic images, or images that "evoke" a celebrity are covered. In "White v. Samsung" the model/actress Vanna White won the right to be paid royalties for a Samsung ad that used a robot in a blond wig turning letters in a futuristic "Wheel of Fortune" type game, even though she herself was not pictured in it.

How come no one from India hardly ever puts their OWN picture for a profile picture on facebook?

I have no idea. maybe no nice backgrounds there. i live in NZ and pretty much everywhere is a nice background.

I am getting my first tattoo and I am looking for something that is a saying or something. I would like it to be Everything Happens for a a"Believe". I don’t want it to be plain, I would like some color or some kind of symbol around it.

Is it illegal to have suggestive cartoon pictures of underage girls?

I saw a cartoon picture of what looked like an underage girl nude doing things with another underage girl on another site and it was acceptable. I was told the cartoon women were 100′s of years old. Then I asked a friend and she said it should be illegal. So I am trying to build an argument. Why should it be illegal.

It’s not illegal (in the US) nor should it be. They tried to outlaw it some time ago, but it was (quite rightly I say) struck down as an unconstitutional restriction of speech.
