or what is the whole copyright rules for printing on clothes these days?
could pictures be taken from say tumblr or something and be printed on shirts to sell? etc etc

There are two different issues here.

First is copyright. The copyright to a picture belongs to the person who took it. If you take a picture off Tumblr and make a copy of it – on paper or on merchandise or even just an electronic copy – you are violating the copyright of the photographer. You cannot legally do this without the permission of the photographer.

Second is the right of a person to profit from the "commercial exploitation" of their likeness. If you take a picture of a celebrity then you own the copyright, and can use it as you choose. If you use it commercially, though, the celebrity has a right to a royalty fee.

Even non-photographic images, or images that "evoke" a celebrity are covered. In "White v. Samsung" the model/actress Vanna White won the right to be paid royalties for a Samsung ad that used a robot in a blond wig turning letters in a futuristic "Wheel of Fortune" type game, even though she herself was not pictured in it.

What happens if I report someone for using celebrity pictures?

There’s this girl on facebook that is using Katie Babyfayce pictures and others.
Does she automatically get disabled or just warned?

Really nothing will happen. There are thousands of Facebook, Youtube, and Google users that use Celebrities, Corporate Logos, and Song Art as their avatars, but it’s all in good fun.

BUT, if she’s POSING as that celebrity that’s another story. Then she will be forced to take the avatar down, and could possibly have her account deleted. But, in order to prove this she would have to be posting things like example, "Buy tickets to my concert, or check out my latest video". On top of that, supplying a link to do so, even though a link isn’t necessary to face consequences for posing as a celebrity.

So bottom line, if she’s just SUPPORTING and using the pictures for fun, then no action will be taken. However, if she is POSING as the celebrity she can get into serious trouble.

Where do you find celebrity photoshoot pictures?

I mean other than their fan sites. Where is it that the people who run the fan sites find them first? I’ve noticed that multiple websites all for the same celebrities will have different photos and sometimes they find new photos from a photoshoot months after it took place.

Most of those fan sites pay for those photos.They usually get them from the Professional sites which you have to pay to get them not tagged.

Where can I find pictures of celebrity Asians without make-up?

I am 19 and a Filipina. I see a lot of pretty Asians,usually on Tumblr,but I want to see before and after pictures of celebrities. The reason is because I’m feeling a little insecure all the time I see pretty Asian girls. I mean, I’m so ugly compared to a lot of them that I see. In pictures and in person. They don’t necessary have to be celebrities.

You can put type in their name and before and after afterward. Because usually in before and after pictures they don’t usually have make up on. Or you can put their name and pre-debuted after.

Should I send one of my pictures to a celebrity to get signed or expect that they will find one to send to me?

However, if you really want to include a photo to get signed then you can(: If you print them out on your own printer/computer at home… and print it on photo paper… that would probably be your best option. However, you have to be prepared to have the photo sent back to you unsigned. This could happen for many reasons (eg… copyright reasons, due to the celeb being away).
